Neeko Build Optimizer is one of the youngest Champions of League of Legends released by Riot Games last December. Featuring dominance runes and unique items, this build combines the special play style of Build 1119 with the most difficult to play champion in the game. The potential for her AD build was there from the start, but Neeko’s lone buff came in patch 9.5 and affected her E ability, Tangled Barb. Combinations with Empowered Tangled Barbs flourish so that Neeko cannot move for long periods of time, making her a strong beneficiary that can do a ton of damage. With the drastic nerfs to her attack speed and on-hit damage, the on-hit Neeko builds that had taken solo queue by storm are officially dead. The unique item path gave some relevance to a normally untouched champion in Patch 9.5 as players realized on-hit Neeko’s potential.
Her attack speed will be significantly lowered from 3.5 percent per level to 1.5 percent. Her attack damage is changing from three percent per level to two percent. Meanwhile, her on-hit damage on her W ability is being reduced from 50 to 170 to 50 to 130.
This drastic patch eliminated Neeko’s chances of seeing competitive play as a bottom rink and took away her new build potential. In patch 9.5, Riot Games introduced a hotfix to prevent players from accumulating attack damage and attacking speed items for them. Due to their drastic attack speed and hit damage, the Neeko Build was taken out of the solo snake and Storm was dead. I think the Permaslow build-up that you see with the Ahri players at the moment is very strong and I think it can be used as a support. The downside is that the on-hit build is less effective.

W draws the short straw on this one and should be prioritized last. The benefits from points into W, while they are still really good, just don’t outweigh the benefits from either of the other two spells, and thus should be left to last. Pop Blossom is an extremely strong ultimate ability and one of the best team fighting ultimates we’ve seen in a while.
She also had the highest winrate of any ADC champion at the time with a strong 54.56 percent. In fact, she had the highest winrate of any champion, almost reaching a 60 percent win percentage before getting micropatched. Dark harvest is just too good right now not to take, it’s just a straight up better Electrocute in almost every situation. Sudden Impact for the additional magic damage after emerging from stealth, Eyeball Collection for the free AP, and Ravenous Hunter for more survivability and healing. As my secondary tree, I’ve found Sorcery with Manaflow Band and Transcendence to be quite strong. I take double adaptive force for an additional 20 AP right at level one, and swap out my defensive option depending on the opposing team comp.
It looks like Riot Games doesn’t want anyone playing Neeko as an ADC. A micropatch is being sent out that will effectively nerf the Curious Chameleon’s attack speed, as well as her on-hit capabilities. I’ve been playing Neeko non-stop on the Public Beta Environment for the past two weeks and trying out all sorts of builds and roles. While she does have some strong qualities that could allow her to succeed as a jungler or support, I’ve found that she works best in the mid lane.
